Our CEO: Lucy O'Flaherty

Lucy has more than 25 years of experience in change management and innovation. With an MBA, a Graduate Diploma of Management, and advanced diplomas in Social and Community Services, she combines a strong academic foundation with practical, values-driven leadership. Lucy believes in empowering individuals to live well, their way. 

Lucy has led major service development and reform initiatives throughout her career. As Chief Executive Officer of Glenview Community Services, she oversaw the development of Korongee, Australia’s first village designed to support people living with dementia. She has also contributed to community system improvements, including supporting the establishment of the Child, Family and Disability Gateway service. Prior to joining Primary Health Tasmania, she served as Chief Executive Officer of Columbia Aged Care and held a range of sector leadership roles in Tasmania and New South Wales. 

Her contributions have been recognised through several national and state awards, including Tasmanian Telstra Business Woman of the Year (2019), winner of the Australian Award for Excellence in Women’s Leadership (2017) and Australian Institute of Management’s Not for Profit Leader of the Year (2016). Lucy is committed to strengthening Tasmania’s health system through collaboration, innovation and clear accountability. 

Our General Manager, Health System Improvement: Susan Powell

Susan leads work and partnerships that strengthen primary health care and improve health outcomes for Tasmanians – particularly those at highest risk of poor health outcomes. Her portfolio includes primary care support and workforce development, digital health, partnerships, and quality improvement. She also oversees our chronic conditions program. 

With more than 30 years’ experience across government and non-government organisations, Susan has extensive expertise in primary health care, health service planning, policy development, service design and operational leadership. She holds a Bachelor of Social Work, a Postgraduate Certificate in Health Services Management, and is a member of the Australian Institute of Company Directors. 

At Primary Health Tasmania, Susan has led major health system improvement initiatives, strengthened partnerships across the sector and overseen the delivery of an expanding portfolio of Australian Government-funded programs. She played a key leadership role in the organisation’s COVID-19 response and has regularly served as Acting Chief Executive Officer, providing leadership during periods of organisational change.  An energetic and inclusive leader, she is passionate about supporting high-performing teams and driving improvements that benefit Tasmania’s communities. 

Our General Manager, Health Service Commissioning: Alison O'Neill

Alison leads the organisation’s work in health service commissioning. This involves working with governments, providers and other stakeholders to ensure the services funded through Primary Health Tasmania are planned, designed and delivered in ways that strengthen access and outcomes for Tasmanians. She also oversees our mental health, alcohol and other drugs program.  

Alison brings executive leadership experience across the not-for-profit sector, diverse industry settings and all tiers of government and her expertise spans organisational strategy, financial stewardship, governance, and leading complex change and transformation.  She is recognised for her ability to bring stakeholders together, navigate complexity, and translate policy and strategy into practical, sustainable outcomes. 

Alison is a graduate of the Australian Institute of Company Directors and has completed postgraduate studies in business, complemented by extensive development in leadership, governance, and system reform. She is committed to strengthening Tasmania’s health system through collaborative leadership, clear accountability, and reforms that deliver measurable community impact.

Our General Manager, Business and Finance: Scott McKay

Scott provides executive leadership across finance, ICT, procurement, and corporate quality and compliance. He has overseen significant organisational growth, introduced modern enterprise systems and strengthened information security and business performance. 

Scott brings more than 35 years’ experience across the primary health, media, forestry, wine and professional services sectors, including senior financial and executive roles with Fairfax Media, Timberlands Pacific, Gunns, and Forest Enterprises Australia. He is highly regarded for his strategic financial leadership, strong governance capability, and his ability to lead organisation‑wide transformation.   

A chartered accountant and graduate of the Australian Institute of Company Directors, Scott holds a Bachelor of Business (Accounting) from the University of Tasmania. He is passionate about building and leading high‑performing businesses, and driving organisational transformation through visionary business design and robust system development.
